Can you overclock a card that comes overclocked?

Example, the XFX 7800GS Extreme edition. Comes with a clock of 440 vs 375 for a normal 7800gs. Also the memory is overclocked also.

YES! Some of the pre-oced cards can OC like crazy. I remember the olden days when I had a Gainward GF3Ti450 Golden Sample. The card went from factory oc (200/450, compared to stock 175/400) to the areas of 250/520 without any modding. Pre-oced cards usually have better cooling than stock cards and sometimes even faster mems. Having said that I urge You to stay away from the 7800GS. There is only one retailer in my area who still has a 7800GS in stock but the price is higher than of the EVGAs 8800 320GTS.
