So if my math is correct, comcast plans on offering .000016 of their old theoretical bandwidth for the same price. (Assuming you are paying for 6 gb/second)

(6 mb)/sec x 1 gb/ 1000 mb x (60 sec)/min x (60 min)/hr x (24 hr)/day x (30 day)/month= 15,552 gb/month
compare that to the new limit of 250 gb/month ==> .016 of their old theoretical bandwidth. end edit/ correction
I know that the theoretical bandwidth is impossible to achieve, but it gives you an idea of how companies just change their terms of use to "improve their network for all"
