I have a Sempron 2200+ (Socket A) 1.5 Ghz (166 Mhz, 333 Mhz FSB)28ºC@stock

Stable (I guess)28ºC@ 1.750 Ghz (194 Mhz, 388 Mhz)

Does a 250 Mhz increase makes a difference in gaming fps ?

Yes, it will make a difference. How large of a difference depends on the game and other hardware you're running. Benchmark before and after the OC to get a general idea how much of a difference.

As for the topic title yes it is safe to OC without upping the voltage, and as long as it's stable now then you're good.

leaving the voltage at stock only limits how far you can push it. you should see a little improvement in fps, but that's dependant on what graphics card you are using. a high end card will be limited by your slow processor, but I'm betting you don't have a high end card. oc has high as you can withouy over heating and then up the volts in single increments and try and raise the speed again after each increase. I don't know the voltage limit to your chip, but it should handle 3-4 voltage increases without any problems.
