Vigor Monsoon II

I have recently been working on trying to add better cooling to my computer since summer time has rolled around. My question is this how would you all compare the Vigor Monsoon II to the Tuniq 120? Better? Worse? Thoughts? Opinions? Thanks a head of time everyone i have searched google for reviews and i have found a good amount of them but the problem is not a lot of them compare the Vigor monsoon II to multiple HSF. Also with my system specs (which are located in my sig) do i need to worry about power consumption with adding this to my rig. Thank you guys again.

From what I read, the flaw in the Moonsoon is that the Peltier keeps clicking on and off, and the fan varies.

A quiet constant sound will be less noticeable that a quiet sound that keeps varying.

Thanks for the input everyone. But I thought from reading the Peltier was suppose to kick on and off. I thought it was designed to only kick on under certain load of the CPU. Hmm i will def. need to read a little more about it.
