This has bad news written all over it... the link given is for volt modding a CPU... not sure how that'll help you if you're board won't let you clock higher. Let us know how it turns out!
For the 166 fsb pinmod, you must cover [BSEL:1] with tape. Please refer to page 44 of the Intel data sheet for the appropriate location (remember, you're looking "through" the processor in that diagram).
Assuming you covered the correct pin, the lack of boot up may be from not enough voltage. You may want to perform a small voltage pinmod in addition to the 166 FSB pinmod, and see if your luck changes then.
