DARPA funds automatic language translation project

Real-time translation of television, phone or web sites could come in a few years if the Defense Advanced Research Projects Agency (DARPA) has its way. I was wondering if it was possible to override the Regional and Language Settings option for non-unicode languages for just one application. I speak some Russian so I've enabled it for Russian so I can chit-chat in Russian in World of Warcraft. However, my Russian is not good enough to manage my way around most applications. For example, I downloaded Picasa and was presented with the Russian language version. I barely know all the technical terms in my own native English for photo editing, let alone a foreign language. It is possible, perhaps by temporarily substituting an environment variable in the command line for the shortcut, to set an app like WoW to one language, while having my default set to another?
