I HAVE CREATED A SAMBA SHARED DIRECTORY AND I WANT TO SET ACL ON THAT SHARED DIRECTORY WITH ALL ITS FILES AND SUB FOLDERS, IT SHOULD BE LIKE SAMBA USERS CAN READ AND PASTE BUT THEY SOULDN'T BE ALLOWED TO DELETE OR COPY

If they can paste that means they can write. Deleting a file is the same as writing a file so really you can't have both. Either read only or write+read
