A .vbe notepad file opens up at startup.

i have windows xp sp3 , since the last few days i am experiencing a peculiar problem. When xp starts , the main desktop screen has a notepad file with the title .vbe . And the file consists of a huge numbers like - 055 98 63 63 and so on .

it is very bugging to close it everytime so is there something that i can do about it ...and why is it coming up at the first place.
