Good, easy, sound editing software for windows -any suggestions?

Hi everyone,

A friend of mine is looking for an easy to use sound editing program, something along the lines of apple's garageband. Nothing too expensive, and of course free/open source is always a bonus. Must be vista compatible. Any suggestions?
