The 8800 GTS is about twice as good as the 7900 GS, if not more.
But, a 400w PSU will not hold it. You will have to buy a better PSU.

On a budget teh 7900 is a good card to have even the non OCed 256mb version.
I just picked up the BFG 256 7900GS for $100. Seemed like I wouldn't find anything better price/performance wise that was reasonable. Should be noticably better than my 7600GS, which will go to my bro.

If u want a card that will last u a long time, spend over 200$.
The 8600 GT is a good choice because with it u get SM4.0 wich upps the image quality, but isnt all that important. If u dont care about that, then get the 7900 GS if its really all that much cheaper.

Since the PS3 can do 1080p, if u have a 1080p HDTV it may be a better idea than buying an 8600 GT PC.
If u already have a PS3, then u arent going to have enough money for a PC that can beat it. This means that u lose the ability to play with a mouse and keyboard, and every other PC gaming advantage.

That said the 8800GTS 320 give a much larger gain differance from the 8600gts than the 8600GTS does from the 8600GT. For the price I would go for the 8600GT or the 8800GTS 320mb. I would place the 8600GTS and the 8800GTS 640mb on a no buy list.

Hah, I'm sure you joking with this guy. The only Dx10 worth buying from NVidia is the 8800 series. 8600 would chug along in Dx10. 7900 series is still fantastic for Dx9 and runs circles around 8600s for price/performance.

If you can afford a 8800 Series card, go with it.(no matter witch model you can afford! GTS320MB/GTS640MB/GTX/Ultra)
If you can't go with X1950XT/7950GT.
If you can't afford a X1950XT/7950GT go with X1950Pro/X1950GT/X1900GT/7900GS.
Don't buy OC'ed versions (as you can easily OC them) unless the OC'ed version comes with a better cooling!
Anything you do, just don't buy a 8500/8600 Series graphics cards!
