Weird problem with Vista here. Vista has been rock solid for me and I'm pleased with it, but now I can't open Device Manager - it automatically closes, "mmc.exe" in a dos window flashes up for a second. I thought it might be a virus but nothing has shown up on scans.
Well. I thought about it, even crafted a response but then I realized the response was too general and I didn't post it. Googling it didn't help much either. I suspect others also looked at your post and didn't come up with anything. I'll make a note: no device manager = bad hard drive
Actually the symptoms did suggest you needed to reinstall windows or something else basic like that but I hate giving that advice until other things are tried.

Try running SFC if you can before reloading.
If your drive is dying sorry to hear that but this is worth a try if its only corrupt.
Also try the obvious first Chkdsk
