I can't say for the 'Registry' part of that article, never tried. You can however go to Control panel > regional languages and choose to 'install' a second language other than English. You will need the Windows CD when asked to install some files from the CD. Follow the instructions once you get in to the process of adding the language you choose. Then restart the system and an icon should appear on the desktop toolbar allowing you to select which language you wish to use. To type in another language in Explorer, you will need to select the language you want. It's not complicated, I set it up for my wife all the time like I explained and she takes it from there. I have never edited the registry to accompolish installing a second language like I described. You will have to figure out the keyboard for the new language. We buy language 'stickers' and paste them on the keys to display the individual key designation for the new language.
