There is no direct upgrade available for 32 bit to 64 bit OS. The Vista 64 Home Premium OEM OS you have linked will have to be installed as a new installation totally independent of your current Vista 32 OS.

Imagine that i7 920 would access that Raptor dry LOL. I have the WD 640, but I'm not using at the moment. I had Windows Home Server on there until recently. Acted like a good unit. Never benchmarked it. My 150 gig Raptor on this machine peaks at something like 83 MB/sec. transfer. The Velociraptor would be higher than that. Cost a lot. I should of benched the WD 640 before I took it down. My common WD 250 Sata drive gets 55 GB/sec. or so peak. The 640 would rate somewhere between my two drives.
