Cant detect my tv tuner

I Have a Dell Dimension 4700 with a E210882 Mother board and a pentium 4 with 4 gb ram
Just upgraded to vista and bought a tv tuner. I put the card in but after loading vista it doesnt detect anything. I have a hunch that its the pci port because before i loaded vista i had xp and 2 video cards right before i loaded vista the pci garphics card went out i think it over heated now i use the pci x16 graphics card by itself but it wont detect either the pci graphics card or the tv tuner. Anyone have any ideas? any way to rest the pci's?

you can reset the BIOS cmos by taking the small watch battery out of the motherboard

are you sure the video card is compatible w/ vista? which one did you buy
