default input language missing

I'm trying to get the £ to work on a new Logitech keyboard. I had a few problems with some new memory over the weekend and this may have caused my problem.

Changing the # to a £ should be easy - go Control Panel/Regional and Language Options/Languages/Text services and input languages/details then choose the Default input language from the drop down.

My problem is that there are no languages in the drop down. The boxed is greyed out and inaccessible.

Any ideas how to get the languages to populate this field? Can I down load them from somewhere, do I need to repair install XP?

I would be grateful for any suggestions.
