Can't wright to my desktop Access denied

Vista started to denied me access to my desktop. I can't create a shortcut, create a new folder or copy files to my desktop. But I can delete any thing on the desktop with no problem.
I am the only user on my computer and my user account is an administrator account.
How ever I can install a program (with administrator access) and it get access to the desktop and it can put a icon on my desktop.


Any ideas?

No it isn't UAC
I turned it off when I started to notice the problem. And it didn't fix the problem.
