Web page move up and down solve problem

I wonder if you could be a little more explicit. When you say "my web page" do you mean a particular page? When you say "move up and down" do you mean it is scrolling by itself? Are you touching the mouse or the keyboard when it dows this?

when i open a page,,,,,itis scroling by it self and then i cant take the page up from mouse
