Anyone Know what this is and how to fix it?

After booting and startup right after the opening music I get an error wave, you know the one the dead cat bounce wave. Then after a moment I get the error message that the search cannot find "C:Windows\is-EOVNQ.exe". I have never searched this item. It has a OK button and when clicked everything proceeds normally. Google has no topics. It's irritating. Anyone know what/why this is? More importantly how to correct it?

could always try removing its entry from the startup folder or via msconfig, if your feeling adventurous you could look at the registy run folders.
