My hdd will no boot - I get a message windows system 32 config missing,
I have installed a working second drive and can access the first's files
Is there anyway to fix it from here or failing that copy programs across without having to reinstall everything?

Grab your XP cd and run a repair on the drive having issues.

You have a corrupted registry. See: http://support.microsoft.com/kb/307545/en-us. It's easier to remove the hard drive and connect it to a running system to fix the registry. Repair installations don't fix the problem.
