My window wont resize

Some of my programs are too big for the scren and when I try to resize them remains the same size and can't get all the is shown or the controls at the bottom of the screen and has no scroll bar either
other programs like Yahho when starting up doesn;t remember its size always starts using 3.4 of the screen rather than its normally set definitions
Only afew programs are affected by being too large for the screen area
