I am trying to play a DVD in the DVD player and it tells me there is no decoder. I downloaded all the updates from MS windows media player and when I checked the DVD location in properties it tells me device is working properly but when I look at location it says (0) This tells me it is not connected correct?

Try to see if you have the same problem with PowerDVD or something else like that.

With playing dvd's I don't use Mediaplayer. But if I got it right, you should be able too play DVD's with it.

What you also could try is downloading and installing K-Light MegaCodecs.
Solved a lot of codec problems for me.

Microsh!t does NOT supply a DVD decoder with windows XP nor does it supply one for free. You have to download a player. There are free codecs out there.
Not sure if this is the case with Vista.
