Me neighbor's HP laptop won't start up windows xp.
Everytime you start it, the BIOS will post, then windows will load for one second and then blue screen.
The BSOD lasts for a very short period of time and is hard to read, but i believe that it says something about uninstalling any virus protection.
Safemode, Safemode with Command Prompt, and all the other modes don't seem to work either, and have the same result
Is his computer dead?

could always try booting from a cd/dvd and reinstalling the os.
