How to upgrade Vista 32 to Vista 64

I noticed in another forum someone mentioned you can upgrade your Vista 32 bit to Vista 64 bit through microsofts website for a 10 charge. I cannot find out where it is on www.microsoft.com If anyone can give me a specific url I would be forever grateful.
