Graphics Card is detected only if standby 5V is on.

I hope you can help me out here.
The issue is, the Xorg detects the graphics card only if the 5V standby is on (Read: Mains has not been switched off).
If I switch off the mains, wait till the mobo light goes out, and then restart, the system boots to command line. On reboot its ok.
I'm using the Radeon HD7850 with the ATI-Catalyst driver.
I hope you can help me out here.
