What is the difference between the two when you record onto them. Also will they play on any DVD player

Virtually all players/burners of recent vintage (last five years or so) will play/burn either. At first there were competing formats; -r and +r were the two which became standard and you purhased a burner that would do one or the other but not both, but soon all players and recorders became dual format, playing and recording both + and -, and the difference between them became moot after some time. It is still the case that some burners will do more consistent burns with one format or the other and also with some brands over others but you will have to consult the mfg of your particular unit to find out what media they recommend for that specific model.
