OK, I just idiotically and stupidly just erased my control panel from vista. Its not in the recycle bin or anywhere on my computer. And since I dont have internet at home I can fix it with an update or anything like that. I would very like to know if there is any way of downloading a control panel file to my pendrive and taking it home and reinstalling it on my pc.

Try a system restore. If that doesn't work your registry may be corrupted and OS will need to be reinstalled. The cause could be use of a registry cleaner not tested with Vista.
