Your question is a little unclear.

The modem is in your computer and the router (netgear) is what it connects to. Do you want to block or unblock https and http sites and do you want to do it at the level of a computer or the router? If you want to do it at the router you'll need to include the model number of your netgear. At the level of your computer we'll need to know what operating system, Linux Mint, Ubuntu, etc... and what navigator you are using, Chromium, Firefox, etc...

You need to block port 443 in the firewall on your router as well as port 80. The router manual should tell you how to do that.
