When I try to make one of my jpegs in Photo Gallery my background I get the following message: The c:/users/owner/appdata/roaming/Microsoft/Windows Photo Gallery Wallpaper.jpg could not be written.

Please check permissions on this file and try again.

seems like you don't have sufficient permission to change the background
I always recommend being Administrator

Thanks. It says I have full control as Administrator and when I open being Administrator still get that silly error message.
