I couldn't enable language bar icon in ..Details & through ~task bar =
I've the same question in 2009 as it was here in 2004 (5 years after
the OLD Question was asked here) -

In 'Control Panel'> 'Regional and Language Options'> 'Languages'> 'Details> I've
'Language Bar...' - "button" disabled (gray out), & I couldn't find how to enable it;
in 'Task Bar'> [mouse Right click-menu] 'Toolbars'>[menu] the Line: 'Language bar'
is just missing in the List of menu-items.
I did set a long list of Languages - the same lists of same 9 Languages in my
'Control Panel'> 'Regional and Language Options'> 'Languages'> 'Details>, & in
'Control Panel'> 'Internet Options' Properties> 'General'> 'Languages' Preferences>,
& I have the same ones Lists in a diferent computer with Windows XP.
In this computer Language Bar icon is normally working & I've 'Language bar' Line in
'Task Bar'> [mouse Right click-menu] 'Toolbars'>[menu] & I could disable/enable ~icon.
But in other my computer I've just situation described in this OLD QUESTION.
The only difference - that other computer has Home Edition of Windows XP service pack 2,
& this computer has Windows XP Pro service pack 3.
There were no such problems in my previous computer with Windows XP Media Center
Edition service pack 3, & before with ~Windows XP Pro service pack 3.
So from 4 computers I've just 1 with None Language Bar icon in Task Bar.
I have to switch Languages using my ~ ..Details> 'Key Settings...'.
