Jumpy Picture Watching Non-HD Program on HD Channel

I have a Samsung HD receiver for my DirecTV system. Recently, FOX HD
channel was added. Whenever I watch a non-HD program on the Fox HD
channel, the picture is extremely jumpy and virtually unwatchable.

I have noticed this with commercials on ESPN HD as well. Assuming the
commercial is non-HD (most are), the picture is very jumpy.

Is this a problem with my Samsung Receiver, my Samsung DLP Television
or with the satellite feed itself?
