Security Center in Control Panel won't open

Can someone please help cause i can't open the security center in control panel when I click on it.
I am using XP Service Pack 3

Are you logged in as the administrator?

yes. but my user accounts is also not functioning well. There's this weird thing that I added another user which also asked to be a computer administrator. so right now i have 2 administrator... and there's no users showing up in startup log on, it go straight to windows

I would just back up what files I need and re-format the HD then re-install XP.
