when I right click on the start menu, I see the hourglass icon and the desktop freezes up. what is supposed to happen when the start menu is right clicked?

The standard right click menu should appear.
If and when it does see if there is something in there that isnt standard. Thaere is a good chance that is what is causing the problem.

Also try something like Ccleaner to clean the registry.
