MY question is actually very simple. i want to upgrade my 32 bit vista to 64 bit vista and i wanted to know if it is going to wipe my hard drive before i install it.

If it is going to wipe my hard drive, is it possible that i install it on my second internal hard drive, and then copy my "program files" folder over? because i really dont want to have to wipe my hard drive.

There is no path to upgrade a 32 bit OS to 64 bit OS other than a clean install of the 64 bit OS. Sure, Installing Vista 64 fresh on a different HD other than the 32 bit installation will work.

So if i do install 64 bit Vista on my primary hard drive, would my programs still work if i copy over the program files folder? or do i have to re-install all of my programs.

Depends on what type of file. The personal software will have to be reinstalled.

Your personal files and settings can be saved (including mail and favorites) using Windows Easy Transfer Wizard to an external usb drive or internal second drive.
All programs will have to be reinstalled from scratch, you can't copy the folders across, that will not work.
