Recording Vista sounds

This is a bit off topic for this site I think, but I always get good answers here, so I came here first with this question. Okay, here we go:

I'm using a tts voice by Cepstral and it occurred to me that it would be cool to use this voice for other purposes such as replacing the dings and chimes Vista makes with actual sentences. Alas, all I have is the Sound Recorder shipped with Vista and that really isn't what I need. I want to use the Cepstral voice to say things that correspond to the windows sound scheme and then record them so I can replace the chimes and dings with actual words. Could someone please direct me to such a program?
