i bought 10 branded pc's with with no os installed and coa stickers attached to the case, i replaced all the motherboards with pci only video slots to an AGP equipped mobo, can i use or install an OEM Win OS with it and remove the coa stickers for legalization purposes, any advice on what to do, im a newbie internet cafe owner,

I believe as long as it's a legal copy of windows, within it's license limits. Each copy can only be activated on a specific number of PC's. The number depends on the license purchased.

its legal from a reputable computer store reseller, i prefer win vista starter edition OEM, will there be any mislicensing issues that goes with said installation,
