i have had this card for about a year or so now and have been using the stock clocks for everything. but the other day i was talking to someone and they are getting almost twice as much fps than me in the HL2 steam test and in other tests such as 3dmark my card is considerably lower than others. i installed atitraytools and my clocks are 580 core 720 mem. the core is were it is supposed to be but on the page i bought my card it says my mem clock should be at 1400. did i get a defective card, i have tried bumping the clock on the mem up gradually but i keep getting artifacts.

700MHz is half of 1400Mhz...

It shows that much because it's DDR, or Double Data Rate. The Video RAM, like normal RAM, can process information two ways at a time, 1400 means when both are working.

700 would be the correct way of saying the speed, but most people just mention the effective speed, which is 1400 in your case. :)
