Disable programs making file templates?

Okay so when you right click your desktop or in a folder etc. and go to new, you have the option to make a new folder, shortcut or one of many templates which programs automatically put there (word, photoshop etc). And I know in TweakUI (Microsoft PowerToy) you can create your own and remove already set templates, but the problem I'm facing is that when I re-open word, photoshop or any of a number of programs they automatically make a new template file.

This isn't a huge problem no, but it annoys me because I only want a text file to be able to be made from the right-click menu, nothing else. I never create a new word document etc. via the menu and most other users probably don't either.

Is there anyway to permently disable programs from making these templates? Regedit, file permissions or anything?
