Help building a gaming computer for 15 year old gamer without going into debt

Hello,
15 year old boy is interested in graphic design and gaming, mostly gaming, I would like to take DELL inspirion 620 and add a new graphics card to make a gaming computer for him. Will this work well for games like Star Wars or Diablo 3

it might not be able to max out some newer games but it should work reasonably well with an upgraded video card.
