Well, it varies by CPU. Try stock, some can handle 3.0 stock. I don't know what MB you are using, but up the voltage on the FSB and northbridge +.1 too. Be sure to lock the PCIe at 100 or 101. I need 1.375v for my E4300 to reach 3.0. Just go to 3.0, and up the volts till it's stable. Anything under 1.4v is perfectly safe on stock cooling, over that I would recommend upgrading to better.
It depend of the cooling solution of the cpu and the airflow in the case. If both of them are good you can adjust it all the way up to 1.4-1.5v for the cpu. If the northbridge is too warm to touch with bare hand don`t crank up it`s voltage.

my MB is asus commando. and im using scythe ninja rev b as cooler. i tried uping my V to 1.5 still wont boot. with a ration of 1:1.
