gigabyte 965p-ds3 rev 1.3 399fsb wall

hi i upgraded to a gigabyte 965p-ds3 rev 1.3 with bios f11, e4300 and g.skill pc2 6400 @ 4-4-4-4-12. it seems that i cant go beyond 399fsb while others have gone 475fsb even 500fsb. even if i set my ram at 1:1 with 400fsb my pc doesnt even attemp to start. also with my old ram pqi ddr2 266 i was able to hit 3150mghz at 350fsb now i cant. dont get me wrong i doubt its my ram because i have my system running at 333x9 and ram running 1000mghz at 5-5-5-5-15 . can anyone please help!! and what are my chances of my cpu hitting 3.2 or even 3.4

there's a post at Sharky Extreme or Anandtech about
OC'ing the Gigabyte 965P boards. the guy talks about
a "wall" at 400 MHz. it sounds like some people are
jumping from 399 to about 430 ... something to do with
memory-bus frequency ratios.
