A couple of things I would try.

First I would try to register the .dll file and see what the pop-up message delivers.

If you get a regstration successful pop-up try the application and see if it works. You will be alerted if the file cannot be found.

Click Start > Run and copy / paste the entire line bold text below and hit enter:

Regsvr32 "C:\Windows\System32\MSVCR71.dll"

If the file doesn't exist or cannot be found you can download from the link below (download to your desktop so it is easy to find):

http://www.dll-files.com/dllindex/ [...] ml?msvcr71

I have downloaded, unzipped the file myself and run virus checks from virustotal.com. It has come back clean.

You can review the results of the scan yourself at the link below:
http://www.virustotal.com/analisis [...] 1243191699

Once you have downloaded the file, unzip it to your desktop. There will be two files. Right click msvcr71.dll and select "Cut". Next navigate to C:\Windows\System32 and paste it into the system32 folder.

Once this is done try registering the .dll file by copying and and pasting the bolded text at the top of this post into the run box and hitting enter.

With some luck your application should now run properly
