System file check problem

I am having various errors that keep popping up. One specifically is not allowing the service system event notification to load at start up. I am opening the CMD Prompt as Admin and putting the CMD "SFC /scannow" in. It tells me this, "There is a system repair pending which requires reboot to complete. Restart Windows and run SFC again".

Now I have rebooted and attempted the run regularly and in safe mode and keep getting the same message.

Is there a way to run the system file check? If not, is my only option to reinstall windows? This window install is only 3 or 4 months old.
