Slow connection

I pay for an 8mb connection but usually test around 2mb at speedtest.net and most games are unplayable due to my ping jumping from 80 to 150. I have called my ISPs tech support many times and they have said there is nothing they can do. I use to run with a router but they told me to not use it so I don't anymore, they told me to turn off my firewall too so I tried that but it made no difference.
