I just ran a wallpaper changer program and it changed the following registry key:
CHANGE [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\Components]
CHANGE GeneralFlags=dword:00000004

This program has no uninstall that I can run and I just want to make sure I can just delete the files. What does value 4 mean and what is the default value?

you can delete any registry files (in theory).
i can't figure out the 4 though..

use tune up utilities 2009 (30day free trial, with full capabilities)
it will let you do anything you want to the registry
