System Restore

The System Restore tab has disappeared from the system tools folder. So I navigated to C:\Windows\system32\restore and clicked on rstrui.exe and nothing happens Why won't it start

check and make sure the restore service is not disabled.

Thanks for the response. The only thing in Administrative tools is desktop.ini 90% of the programs from start-all programs have disappeared. There was a power failure and when I booted the machine back up multiple icons were missing as well as most of the programs in the start-all programs. I am using my laptop to send this because Firefox can't gain access to the internet either (but Outlook Express works just fine), Help!!
