Hello,
I am going to be building a new system for a friend, and i need to know if this would work for a new computer.

http://www.newegg.com/Product/Prod [...] 6832116515 This one is $130

http://www.newegg.com/Product/Prod [...] 6832116516 This one is $370??

Why is one more expensive then the other?

Will the $130 one work fine for a new system???

They will both work.

OEM just means that it is usually shipped with a PC like Dell or something (http://en.wikipedia.org/wiki/Original_Equipment_Manufacturer). As long as it has a serial number you can use it. (Assuming it isn't pre-designated to a manufacturer then you can use it - which it won't be)
