Windows root\system32\hal.dll gone?

I have an Acer Aspire One, which has no disc drive or recovery discs.I turned it off last night, as I always do. However, I went to turn it on this morning and it said that <windows root>\system32\hal.dll was missing or corrupted. I tried safe mode, debugging mode, and doing system restore but whenever I try to initiate one of those the message pops up. How can I fix this? Any help is appreciated.

First, you need Download any Registry Cleaner and have this on 2 GB portable USB

Now Access to SAFE MODE, and Install Registry Cleaner, and Try to Scan and Cleaning Errors. before you Make FORMAT to your Computer.
