I want to setup RAID on my new computer when it arives, if im going to use windows vista do i still need a floppy drive to install the RAID Drivers?

Depends. Are you going to run windows off the raid or use the raid on non-boot drives?
Most motherboards, at least the ones ive built, come with a floppy disk for raid drivers. You might be able to copy this over to a usb drive.
