I've had tech specialists assist in this manner, however, I am stumped because it is in standby. How can I turn on the laptop because it keeps cutting off?

cutting off? I think you need to explain yourself a little more.

When I cut the laptop on it begins to startup, however, the lights on the side (power, battery charge, etc) flicker for about 10 secs and the machine cuts off. The battery is charged.

I believe the word "cut" here in America is different from what you believe it to be.
