Wont Shut Down/Wake From Sleep

When i shut down my computer it just freezes at "Windows is Shutting Down", it goes through the rest of the process like "saving settings" and that but it just hangs literally forever at "Windows is Shutting Down" but one thing i noticed is after just watching it for a while it sounds like a fan or my HDD shuts down.

Another thing is when I put my pc into sleep mode it does not wake up. It does not repond to mouse nor keyboard..im sure its the same related problemm.

I have tried shutting down/sleep though the start menu as well as my keyboard but neither works. I would have no idea what the problem would be because i reformatted my HDD, got new gfx card, memory, cpu, mobo and sound card. So the possibilities are endless i need some real help here. Also 1 more thing, by using the 5 second method(hold pwr button 5 secs to shut down) will that harm my components? sorry, im not in tune with power supplies or power related issues.
